ABOUT US

Manchester Consulting Group is a U.S. registered management consulting firm that provides strategic planning, project preparation, technical advisory, training, and financial services in the infrastructure sector.  Our focus is with infrastructure development and investments in the emerging and frontier markets with support to projects in fragile and conflict affected states.

 

We are based in the Washington, DC metropolitan area in Front Royal, VA formerly known as 'Le Frontiere Royale' by European settlers and traders in the 1700's.  The tradition of the frontier is alive today as we explore infrastructure development and service infrastructure investments for our clients from Appalachia to Afghanistan.

Eric is a civil engineer and financial analyst with over 20 years of experience in the infrastructure sector in the US and internationally.

Eric is a Past-Chair of the International Committee for the American Council of Engineering Companies (ACEC) and is an active supporter of the International Federation of Consulting Engineers (FIDIC) where he is a committee member of the FIDIC Procurement Policy Subcommittee.  He is a frequent speaker at industry events and has published several articles on infrastructure finance and economic development.  Eric is an active supporter of the International Road Federation (IRF) where he is a founding member on the Committee on Alternative Finance & Procurement and serves as a Lead Trainer and Senior Advisor for the IRF's Public-Private Partnerships capacity development initiative.  Eric is certified by APMG International on Public-Private Partnerships.

Eric has worked for several transportation and infrastructure owners and organizations such as the Virginia Department of Transportation, West Virginia Department of Highways, US Agency for International Development, and US Army Corps of Engineers.  A long-time engineer for the Louis Berger Group, he worked projects in fragile and post-conflict states providing technical engineering as well as capacity building services.  Eric is a retired Lieutenant-Colonel from the US Army where he served in the US Army Corps of Engineers and the US Army Special Forces.
